National

Latest Parliamentary PACAC report on outsourcing, commissioning and funding issues is essential reading

Slipped out in July without fanfare this parliamentary report should be compulsory reading. The Public Administraion and Constitutional Affairs Committee (PACAC) takes aim at payment by results, points out (finally) that if there is only one buyer it’s not a market, it’s a monopsony (a market is many buyers and sellers, freely exchanging). And highlights a number of other concerns: Commissioners pushing risk unfairly onto providers;  Putting price above quality leads to two major problems, it drives down quality and destabilizes organisations and it leads to sharp suppliers operating a ‘land and expand’ policy where you quote low then re-negotiate mid contract. Finally, there is a plea from the committee to move beyone the transactional approach and develop relationships.
