VAC’s 12 Days of Christmas

We hope you’ve been enjoying our 12 Days of Christmas, looking at an aspect of our work and Camden civil society each day.  If you missed it you can take a look at all 12 days here.

The Information Commissioner’s Office has published a set of frequently asked questions about the General Data Protection Regulation (GDPR) for charities

GDPR is a set of new data protection rules which come into force on 25 May. The ICO published its main guidance, which is aimed at all organisations, in November.
The ICO has now published 12 frequently asked questions for charities, which draws on wider guidance to GDPR and directs users to other resources, such as the ICO’s self-assessment tool and its dedicated advice line for small organisations. More on this story at Civil Society.
VAC will be running a GDPR workshop for groups in Camden- details coming soon.

Camden CCG’s public consultation on mental health acute day units closes on Wednesday 10th January.

We are looking for your views on how to best organise acute mental health day care services in Camden, to make cost savings while continuing to provide good patient care. Take part in the consultation by responding to the survey online at https://feedback.camdenccg.nhs.uk/community-ownership/adu

Speaker, Jo Clayton,  will give a talk about her experiences of mental health disturbances caused by her thyroid condition and her return to wellness. The meeting will include a guided meditation and discussion of self care techniques we can all use to calm the mind at times of stress. www.thyroidtrust.org

CCG Announcement Concerning Adult Community Health Commissioning

‘The management of Camden adults’ community health service commissioning is transferring back from Camden Council to Camden Clinical Commissioning Group (CCG). The teams supporting Continuing Health Care and Delayed Transfer of Care moved to the CCG already, and the physical disability and Adults community health services commissioning teams will transfer in January 2018.
Our joint priority continues to be ensuring Camden health and care services are managed and delivered in a coordinated way for the benefit of residents, and we will continue to collaborate closely to ensure this. Integrated commissioning arrangements for mental health, learning disabilities and children’s services will not change. The two organisations remain fully committed to delivering the Camden Local Care Strategy, a shared vision for local service transformation.
The Council and CCG will ensure a seamless management handover, and people using local adults’ community health services will not experience any changes. Further detail on the transition of management responsibilities, and how Camden CCG would like to work with organisations, will follow.’

Camden 2025

One of the ways you can get involved is to come along to one of the local events in January held across the borough where you can share your ideas for what Camden should be like in 2025.  Meet local councillors and staff from the council, and find out what other local residents and community groups are saying. Each event will start with some short talks, but feel free to drop in at any time.
If you would like further details about the events or if you require access needs to attend one of the events please contact Camden2025@camden.gov.uk.

3 conversations – Camden Adult Social Care

In line with its “Supporting people: connecting communities” strategic plan, Camden Adult Social Care is experimenting with a new way of working. This is called “three conversations” and is about building relationships with people and working with their strengths and assets.
To do this we have created innovation sites where practitioners are working differently to the rest of adult services.  In those innovation sites we are aiming to increase the time our practitioners have in Camden’s local communities, finding out about local resources and working with people around what they would like to happen in their lives. This involves reducing the amount of administration that our practitioners currently have to do to free them up to spend more time with residents.
Currently Adult Social Care has an innovation site in its Regents Park and St Pancras and Somerstown ward areas. A new team will be working in this area for 13 weeks starting on 4th December 2017. There will then be an evaluation of the work carried out by the innovation site.  Our aim is that by this time next year all of Camden adult social care will be working in this way, with more innovation sites being created throughout the year.

Public procurement professionals must step up and speak up in 2018

“2018 will be another challenging year for the public sector. Austerity, cuts to funding, staffing and services will continue unless there is either a change of government in Westminster or the current government very surprisingly undergoes a Damascene conversion. Demand for services, especially social care, will continue to grow.  There will be ridiculous calls for the public sector “to do more for less” even though most services are well beyond stretching point.” An important article from John Tizard on the Government Opportunities website.

Charities urge action on £2bn dormant assets funds

Charities have urged the government to take action on the up to £2bn of funding from dormant assets identified last year. So far the government has only announced plans to distribute £330m from dormant accounts to good causes over the next four years.
See more at Civil Society
In addition the Guardian reports that the government is planning to take 30 or 40 years to pay back the £425M taken from the lottery good causes fund to pay for the Olympics.

Talk to Healthwatch Camden about your housing and health

Healthwatch Camden would like to know what you think of housing and health. We know that poor or insecure housing can contribute to poor physical and mental health, so we want to know if your housing makes it difficult to keep well.

We’re keen to find out how effectively health and wellbeing services in Camden support the needs of people in different types of housing. Whether you live in private rented accommodation, council housing, a housing association home or own your home we’d like to hear from you.
Tell us what would help you to make more use of housing and health services.
We’re interviewing a wide range of local residents and we will also be doing surveys in order to compile a report that looks at housing and health in Camden.
If you’re interested and want to participate in the research, contact Anna Wright on 0207 383 2402 or email anna.wright@healthwatchcamden.co.uk.

Season’s Greetings from All at VAC

This is the last e-bulletin of 2017.  The next will be on Friday 5th January.  Our offices will be closed between Christmas and New Year and reopen on Tuesday 2nd January 2018

Healthwatch Camden Reports on local Care Homes
Anna Wright tells how Healthwatch Camden was about to use its powers to visit and check on the quality of local care homes when it heard that ‘Independent Age’ was keen to develop indicators to help ordinary people to assess the quality of care homes they might think of using. The resulting collaboration was so successful that Independent Age is recommending that all MPs get their local Healthwatch to inspect and report on their local care homes using the eight quality indicators that they have developed. Listen here.

Camden Clinical Commissioning Group consultation on mental health acute day units
We would like your views on how to best organise acute mental health day care services in Camden, to make cost savings while continuing to provide good patient care.
The NHS and local Government are facing increasing financial pressures nationally, with a gap in funding for both health and social care. In Camden, the money we receive from the government is reducing, while demand for local services is increasing. This means we need make sure every pound we spend has the maximum benefit for the health of, and the quality of care for, Camden patients. It has been essential to review our care provision, to check what is working well, but also to see if there are new ways of delivering high quality, cost-effective care within very tight budgets.
As a result, we have identified our local Mental Health Acute Day Units as an area where cost savings are possible, whilst still providing Camden residents with appropriate, timely and quality care. The reason these services have been identified is because they are being underused.

Charities and councils being at loggerheads won’t help local people

Good relationships between voluntary bodies and local government should be at the heart of building great communities. Both sides need to work harder
“Across the country, relationships between the councils and charities seem strained or even, in places, broken beyond repair. Councils and charities are stuck in an adversarial relationship
Some commentators attribute this depressing picture to the impact of austerity, as well as the spread of neoliberal politics and a fixation with competitive tendering.” Read more of John Tizard’s article in the Guardian.

Even Awareness Raising Too Much for Government

The government announced this week that a new round of funding was available for women’s charities, with a total £15m available through grants of at least £1m each.
The guidance said charities must demonstrate how they align with and support the delivery of the violence against women and girls strategy, including by promoting public awareness of the VAWG strategy.
But somehow must do that without campaigning or awareness-raising work due to the government’s continued use of a ‘gagging’ clause in contracts.  Read more in Civil Society and Third Sector.
NB Tampon Tax Fund application form and guidance for applicants (for the 2018/19 round of funding). However the minimum grant is £1M.

In the wake of last week’s forecasts of declining economic and productivity growth and a warning from the Institute for Fiscal Studies that the UK is in danger of suffering two decades of zero earnings growth, the messages presented in Rethinking Poverty are all the more resonant:
In our society, a wealthy minority flourish, while around one-fifth experience chronic poverty and many people on middle incomes fear for their futures. Social policy has failed to find answers to these problems and there is now a demand for a new narrative to enable us to escape from the crisis in our society.
Rethinking Poverty makes the case that we need to start with the society we want, rather than framing poverty as a problem to be solved. It calls for a bold forward-looking social policy that addresses continuing austerity, under-resourced organisations and a lack of social solidarity.

OFFERS, RESOURCES & ANNOUNCEMENTS

You can also participate by taking part in our survey on Citizens Space open to 10 January 2018 which can be done via our website https://feedback.camdenccg.nhs.uk/community-ownership/adu

National
Charities react to Budget: Tepid, backward looking, and silent on our concerns
Charities got very little of what they had asked for ahead of the budget. Key targets were funding for the Charity Commission (to avoid the introduction of annual charges to charities), reform of VAT (as charities loose £1M in irrecoverable VAT every year), and strategic use of dormant assets (rather than just giving them to forces charities). What can Britain learn from the US on links between economic distress and poor health?
Social angst contributes to ill health; there is much that can be done locally to combat this, but government action is needed too. You can read the Michael Marmot article in the Guardian.

Mental Health Charity seeking New Premises in North London
CPU is a charity which offers free and low cost psychotherapy to Londoners on lower incomes. We have been told that our lease will be coming to an end next summer. Like so many others in the voluntary sector we will struggle to pay a commercial rent in London, although we have the funds to pay a reasonable amount. We would be very open to the idea of sharing premises with other charities or community groups if that is something that would work on a practical level. We need around 80-100m2 of space and access to basic facilities. The premises we work from need to have D1 planning consent and needs to be divided up into office space and consulting rooms with a small waiting area. To get in touch please email us at cpu@vac.org.uk or call 0207 284 6558, asking for Alex Winter.

National
Keeping us well: How non-health charities address the social determinants of health
NPC with Sir Michael Marmot have produced a really important report that shows funders and commiosioners clearly how the broarder voluntary sector supports health and wellbeing.
“Stark and widespread health inequalities in the UK represent a striking social injustice. A difference of nearly two decades in healthy life expectancy between those living in the least and most deprived areas is largely influenced by social, economic, and environmental factors known as ‘social determinants of health’.
The impact that these social factors have on our health mean that even those charities that are not explicitly pursuing a health-focused mission—‘non-health charities’, as we call them—are helping to support people’s health.
This report aims to support non-health charities to better understand and use the evidence about the social factors that impact on people’s health and well-being.” Full details here.
Sir Michael Marmot has also written a blog and made a video for the launch of the report which you can view here.
You can read about the impact of austerity on health and wellbeing in Danny Dorlings’ recent essay and reports in the press about a recent BMJ report on the shocking decline in health outcomes for ordinary Britons over the last eight years.

What: Is your organisation reflective of the community it supports? For an increasing number of local organisations the answer to this is no, and now many have funding targets to increase the diversity of their volunteer team. This could include anything from age, gender, ethnicity, religion, economic background, work status, disability and the list goes on!
Many volunteers are recruited by word of mouth by people they know. This is an effective way of recruiting volunteers, but can this also result in a homogenous set of volunteers. But there are other reasons why this could be the case…

National
Marmot Speech on Social Determinants of Health
Professor Sir Michael Marmot from the UCL Institute of Health Equity gave an important speech recently on the role of social determinants of health and non communicable diseases, looking at the ’causes of the causes’:
“There is a rumour going around that poor people are poor because they make poor choices; and that poor people are unhealthy because they make unhealthy choices. This rumour is a myth. It has the causal connection backwards. More accurately, it is not mythical that the rumour exists – I read it in the press nearly daily – but the evidence points the other way. It is not poor choices that lead to poverty, but poverty that leads to poor choices.” Read the speech here.

What: Is your organisation reflective of the community it supports? This could include anything from age, gender, ethnicity, religion, economic background, work status, disability and the list goes on!

Feature
Camden Disability Action and the Centre for Independent Living

In September, 2017 Camden Disability Action was the organisation chosen, with its voluntary sector partners, to run the new Centre for Independent Living that is being built at this very moment at Greenwood Place.
What is CDA? What will the Centre for Independent Living do?
In many ways, these two questions are the same. CDA is a disabled people’s user led organisation. This means that it is run and controlled by disabled people, unlike many other voluntary sector organisations in Camden. Not only does it seek to provide a voice for all disabled people in Camden, its purpose is to enhance the independence of all its members and those who it works with. This is also the purpose of the Centre for Independent Living as well.

Broadening the Appeal of Your Volunteering Programme
Volunteer Centre Camden Workshop + Lunch
Wednesday, 22 November 2017 from 10:00 to 13:00
Join us for our next Best Practice Plus volunteer management workshop (which includes lunch).
Who: The workshop, ‘Broadening the Appeal of Your Volunteering Programme’, will be delivered by Rupal Karia and Sheila Norris from Volunteer Centre Camden – who have more than 24 years’ volunteer management experience between them.

NEWS & POLICY

14 to 21 October is National Hate Crime Awareness Week
Camden Council is working with a range of partners to make sure the message – that hate crime won’t be tolerated – reaches everyone in the borough.
“A hate crime is behaviour is based on someone’s prejudice towards a person because of their race, religion, sexual orientation or disability or because they are transgender. Hate crime includes name-calling, threats and intimidation, whether out on the street or online. It also includes physical violence.
No-one should be a victim of hate crime because of who they are. We’re determined to stop hate crime in Camden, so let’s work together to tackle it.
If you, or anyone you know, has been called names, been bullied or had anything happen to them that you think may be because of race, religion, sexual orientation, disability or because they are transgender, we encourage you to report this as a hate crime.
You might not feel like reporting a hate crime straight away, but please do report it when you can. You can make a real difference and be able to help prevent other people from being treated the same way.
Report a hate crime
1. If you see someone in immediate danger, call the police on 999. If someone is not in immediate danger, also call the non-emergency helpline 24 hours a day on 101.
2. Contact our community safety team on 020 7974 4444 or communitysafety@camden.gov.uk
3. If you’d feel more comfortable, you can contact one of our partners, who can offer you support. Visit camden.gov.uk/hatecrime for full details.”
