Have Your Say on VAC’s Activities and Websites

We are surveying all our members and subscribers to get your views on VAC and how you we can work better in the future/ or what things you think VAC should be working on now and in the coming years. It’s only a short survey but we really value your views.
There is also a separate and super short 10 question survey about the website. It’s been a few years since we looked at our websites and communications and we would like to get your views before we make any changes.

Recruiting new members for the Neighbourhood Assembly on health and wellbeing

Earlier this year a group of residents from west Camden set out on a project to improve health and wellbeing. The Neighbourhood Assembly identified key local challenges and since then, they’ve worked with council staff, community groups and healthcare professionals to develop ideas that can help to change people’s lives.  The second half of the project will develop these ideas further.
We are now looking for more residents from Kilburn, Swiss Cottage, Fortune Green and West Hampstead to join the Neighbourhood Assembly. Members will need to volunteer a couple of hours a week and will work as part of a close team, developing new initiatives to help local people. They’ll also be rewarded for their time with shopping vouchers and time credits.
To find out more contact Henry Langford at henry.langford@camden.gov.uk or 02079743219, and come to the drop in session on Thursday 8th August, 5pm-7pm at Swiss Cottage Library

By Deeds and Their Results

The previous minister for Civil Society, Mims Davies was then replaced by Baroness Diana Barran as minister for civil society within the Department for Digital, Culture, Media and Sport (DCMS).

Voluntary Action Camden Summer 2019 Update

Summer 2019 Update to Members and Subscribers

26th July 2019

Summer is definitely upon us (you can’t argue with 38C!) and we hope you manage to find time to take a break and recharge your batteries.  But before you do, as part of our ongoing mission to serve the local voluntary and community sector, we are surveying all our members and subscribers to get your views on VAC and how you we can work better in the future/ or what things you think VAC should be working on now and in the coming years. It’s only a short survey but we really value your views.

There is also a separate and super short 10 question survey about the website. It’s been a few years since we looked at our websites and communications and we would like to get your views before we make any changes.

The council started a major review of rents with a view to getting a new rents policy in place by April 2020. The consultant’s report came out in April with a plan to follow this up by forming a working group and wider consultations with the sector  – then take the final recommendations to a cabinet meeting before Christmas.  There will probably be at least two events – one run by C4 for their members and a general one run by VAC.

Please look out for those dates if you are:
~ A voluntary sector tenant of a Camden council owned property
~ An organisation that got rents transition money
~ You rent space in a building or community centre owned by Camden
~ You are, or are hoping to be, involved in an s.106 or CIL project

Social Prescribing is continuing to develop fast in Camden, joining more and more residents into their community groups and activities (more than 400 per month).

Some recent changes in the NHS will have a big impact on this work – the GPs contract now includes the link worker role and GPs have also been required to form into neighbourhood groupings (called Primary Care Networks). There are 7 in Camden. Read Donna Turnbull’s explanation and catch up with the latest Social Prescribing Learning Network news.

We’re continuing to work with the volunteer centre and the community centres consortium and others to join up the support that is available to you. Don’t forget OneCamden.com – the simple portal into support, volunteering, fundraising and social action in Camden.

Finally, we welcome some new board members: Hilary Barnard, a local resident, former CVS Director and Management Consultant, Tim Holt, Marketing Manager at Visit Britain and two council observers, Cllr Nash Ali and Cllr Richard Cotton.

Yours

Kevin
& the VAC team: Alex, Dianne, Donna, Hasel, Mandira, Manuella, Nasrin, Ricky and Zubair

Transformation in Health and Social Care part 1

Social Prescribing Learning Network
Briefing

Transformation in health and social care….. in a nutshell.

By Donna Turnbull, Community Development Manager at VAC.

This is a quick attempt to summarise the policy context for Social Prescribing……unsurprisingly it involves a tsunami of titles and initials. But within all that is the expectation Voluntary and Community Sector (VCS) collaboration to enable themes like social prescribing. There is also recognition that the sector needs supporting and resourcing to meet these new pressures. I’m skimming the surface, but have added references for some of the more useful detailed information. So here goes……

The NHS Long Term Plan

The NHS intends to cover England with ‘Integrated Care Systems’ by 2021. That means health care based on collaboration and collective efforts, including with the VCS and individual citizens.

There is emphasis on prevention and self-care, delivered by initiatives like social prescribing and ‘Digitally Enabled Care’. The latter includes wearable stuff like Fitbits, apps that help health management, tech for showing impact, online access to services……and no doubt other things still to be invented. As with Social Prescribing and self-care the VCS are identified as collaborators in Digitally Enabled Care.

Page 25 of the plan describes self-care and social prescribing, page 29 explains Integrated Care Systems and Chapter 5 is all about Digitally Enabled Care.

Integrated Care Systems are being delivered by Sustainability and Transformation Partnerships (STPs). Camden is covered by the North Central London STP which also includes Islington, Brent, Barnet, Enfield and Haringey.

Locally the Integrated Care Systems will develop within Primary Care Networks (PCNs). These are groups of neighbouring GP practices covering populations of 30-50,000. These are emerging in Camden and are scheduled to start from July 1st this year.
PCNs will provide the environment for collaboration between primary care and community providers as well as other out-of-hospital services. They are likely to vary depending on the nature of the GP practices involved (GP practices are all private businesses) and the needs of the population they serve. Social Prescribing will be a feature of all PCNs…….more on this as they develop in Camden.

Importantly the emphasis on the Primary Care Networks means that investment in primary and community services will increase at a faster rate than the rest of the NHS budget over the coming years.

Aligning nicely with all this are developments in adult social care. In Camden that means the continuing roll out of ‘strengths based practice’ as described in Supporting People, Connecting Communities. Camden 2025. This approach sees people as assets and part of wellbeing solutions.

A framework for this is the ‘3 Conversations’ model explained on page 14. In short it involves replacing unnecessary bureaucracy, with talking things through. A shift back to a more people centred approach to social work. This fits well with social prescribing. Social workers are already making referrals and signposting in to VCS activities and services as part of their casework.

Regionally the Mayor’s London Health Strategy reflects the aims of the NHS plan. It’s a broad vision focussing on 5 aims: Healthy Children; Healthy Minds; Healthy Places; Healthy Communities; Healthy Living. These 5 sections contain some useful infographics and data. Most recently we have the Social Prescribing Vision for London, which is still in draft form but reveals some current thinking about the VCS role. More on this when it’s finalised – what gets left out might be even more revealing.

The above strategies and plans are the broad framework for the VCS and Social Prescribing. The next stages are to influence the details. The Social Prescribing Learning Network will start to facilitate this over the coming months including:

July 11th event where presenters will be briefed using some of the expectations of North London STP social prescribing task group. This will inform some of wider discussion at the event and enable feedback to the STP.

A SEPTEMBER joint event with Healthy London Partnership on influencing ‘micro-commissioning’ and other potential resourcing for VCS providers.

A New Approach to Public Health and Prevention

The IPPR have released a report setting out the case for a new approach to public health and prevention.  The report points out that often the most vulnerable in society are at the greatest risk of developing preventable conditions through personal behaviour which is influenced by social pressures, such as poverty or job insecurity. A compassionate prevention strategy understands the complex causes behind harmful behaviour – especially mental ill-health – and instead of ‘punishing’ people for bad behaviour, seeks to empower and support them to make better choices
One recommnedation is that everyone who displays ‘risky’ behaviour or is newly diagnosed has access to a personal care plan, social prescribing and a peer support network.

Back to the future: What next for voluntary action and the welfare state?

2nd July 2019, Friends House, 173-177 Euston Road, London NW1 2BJ
The boundaries between the state and the voluntary sector are being renegotiated, to the extent that some have called the 2010s ‘a revolutionary moment’. At these two transformational moments, fundamental questions have been raised about who is responsible for the provision of welfare services. Full details at Eventbrite.

National

The language of the market has distorted strategic commissioning

John Tizard challenges the public sector to improve the state of commissioning.  He makes a number of proposals:
“I suggest that at the national and local levels the VCS should make the case for being recognised and respected by commissioners and commissioning bodies as a voice of service users and communities, complementing representatives such as elected politicians and acting as a source of expertise in service design and delivery, and advocating for service users.
The VCS and its representative local bodies (such as infrastructure bodies) should also lobby to be involved in all stages of strategic commissioning and consulted on budgeting and resource allocation.”  With councils reversing years of outsourcing (see next article) now is the time to look again at the state of commissioning.

Why councils are bringing millions of pounds worth of services back in-house

After 40 years of awarding contracts to the private sector, insourcing is now the way for local authorities to cut costs and improve quality. Full story in the Guardian.
