What Makes Us Healthy?
The Health Foundation is launching a new series of infographics and accompanying blogs and commentaries to describe and explain the social determinants of health in an accessible and engaging way.
These determinants include political, social, economic, environmental and cultural factors which shape the conditions in which we are born, grow, live, work and age. Creating a healthy population requires greater action on these factors, not simply on treating ill health further down stream.
The first infographic shows the extent to which health is primarily shaped by factors outside the direct influence of health care and invites us to look at this bigger picture. It also highlights the gap of almost 20 years in health expectancy between people living in the most and least deprived areas of the UK – a gap that is explained not by our ability to see a doctor, but by differences in our experience of the things that make us healthy including good work, education, housing, resources, our physical environment and social connections. See The Health Foundation website for more.

We don’t need Brexit to improve public procurement
The English Local Government Association (LGA) has called on the Government to reform public procurement regulations if Brexit occurs. But John Tizard argues that local authorities can do a lot within the current framework to make procurement work better for local communities. The EU regulations specifically do not force any procuring body to use price as its only or its dominant selection criteria. This myth must be challenged.
He calls on Local Authorities to consider how they can improve public procurement inside or outside the EU which allow:
~ adopting a holistic economic cost benefit analysis of procurement decisions, which would take into account wider public interests and costs – eg if goods or services are to be procured in a different way, what are the potential costs to the local economy and to employment?
~ strengthening the Social Value Act
~ enabling public bodies to take positive decisions to prefer bids from social enterprises, SMEs, charities, the VCS, etc if they wish to and for them to be accountable for such decisions
~ a duty to take factors such as bidders’ tax and remuneration policies and practices into account
~ prescribing employment, governance and environmental standards on suppliers of goods and services and throughout their supply chains, including trade union rights
~ loosening state aid rules to allow public bodies to support the development and sustainability of suppliers, especially VCSE ones and including public sector suppliers, especially when there is an economic and/or social imperative to do this
~ using grants rather than competitive contractual processes to support charities and local VCS to provide public services, innovate and develop models of delivery that contribute to local sustainability

OFFERS, RESOURCES & ANNOUNCEMENTS

Kitchen Social Hubs – New Initiative from the Mayor
Kitchen Social a new programme being rolled out By the Mayor’s Fund for London, which we hope you will find of interest. The main aims of the programme is to tackle issues of children going hungry, being isolated and falling behind in their education during the holiday periods.
The Challenge
500,000 London children struggle for food during the school holidays. With no free school meals or teacher support, hunger and social isolation are a reality for many young Londoners.
Teachers report malnourished children returning to school after the holidays having fallen behind compared to their peers. Many young people will never claw back this learning and health disadvantage to fulfil their potential.
How does Kitchen Social help?
Kitchen Social works with mainly open access, local community based organisations, to create an environment where children, young people and their families and carers can feel comfortable to play, explore new ideas, make new friends, learn and get a good balanced meal during the holidays.
What do we expect from a hub?
• Open access
• Provide a safe, fun environment
• Have all the statutory policies around children safety and
• 20 days of food provision throughout the year during the holidays
• Provide a family setting for their meals
• Invite parents to participate
• Collect data
To help hubs reach the right level of readiness and quality we will provide a support package:
· Holiday Provision Handbook and Training
· Cooking Handbook
· Volunteer Management Handbook
· Funding £3600 (£1200 per year for three years)
· Web based resources
· Networking opportunities
· Campaign for statutory funding

HARP Connect – Housing, Advice, Resettlement and Prevention Connect
The service works with clients in prison and release, Probation/ CRC, Local authorities and GP’s providing ongoing support in the community. It will provide real continuity of support and should have a real impact on bringing re-offending down across London.
This service will aim to have a workers based in 4 regions delivering a PAN London service. The regions will be North West, North East, South East and South West London. The workers will be based in Prisons, Probation and the community. Our aim is to offer advice and practical support to ex-offenders who may experience housing difficulties and other complex needs when they are released from custody and beyond. We work closely with community services and other agencies to secure the best possible outcome for ex-offenders.
If an offender has a tenancy, we work to secure it and offer support and advice. If it is a new tenancy we support with sourcing various things i.e. help with furniture and white goods. If an offender has nowhere to live, we try to find them somewhere to stay, or give them appropriate advice as well as escorting them to their local councils and advocating on their behalf. We also have a focus on other aspects of clients lives, family mediation, employment, volunteering, meaningful use of time, debt and budgeting, providing move on training over 8 weeks in house, Recovery College.

Health Inequalities – a round-up of recent news

The English health inequalities strategy (1997 – 2010) turns out to have been an extraordinary success
A landmark report into the English health inequalities strategy–a cross government strategy implemented between 1997 and 2010 to reduce health inequalities in England. This was one of the most ambitious strategies of its kind ever undertaken and aimed to tackle the underlying social determinants of health (reducing poverty and disadvantage) rather than the current focus on individual ‘lifestyle’ changes. The English health inequalities strategy was associated with a decline in geographical inequalities in life expectancy, reversing a previously increasing trend. Since the strategy ended, inequalities have started to increase again. The strategy may have reduced geographical health inequalities in life expectancy, and future approaches should learn from this experience. The concerns are that current policies are reversing the achievements of the strategy. Details on the BMJ website.

Link Worker social prescribing to improve health and well-being for people with long-term conditions: qualitative study of service user perceptions
Findings suggest that tackling complex and long-term health problems requires an extensive holistic approach not possible in routine primary care. This model of social prescribing, which takes into account physical and mental health, and social and economic issues, was successful for patients who engaged with the service. Future research on a larger scale is required to assess when and for whom social prescribing is clinically effective and cost-effective. Read the full report here.

LGiU Report: Community collaboration: a councillor’s guide
Engaging people in the decisions that affect their lives is an essential feature of local democracy. This goes far beyond town hall meetings and opinion surveys: we must recognise that communities often hold the answers to their own problems and allow them an equal voice at the table. For the purposes of this report, we call this concept ‘Community Collaboration’. Read the full report at lgiu.org.uk

SPOC, helping local charities live long and prosper
NAVCA has published a report to highlight how a Single Point of Contact (SPOC) commissioning model provides better services for people and communities, improves their wellbeing and can save money. The SPOC model overcomes barriers that commissioners claim make it difficult for them to work with smaller charities. The SPOC model involves a trusted single non-provider charity building a coalition of small local charities and taking on the grant or contract management, monitoring and administration, enabling commissioners to focus on strategic planning. Small local charities are generally set up to serve the very specific needs of a particular community and are able to focus on people’s needs rather than large generic services that too often miss their target.

Social Prescribing Update: Why do vulnerable people need statutory services to help them access their own community?

An interesting article on community and social care from Mark Gamsu who concludes his article with this point:
“It is very important that statutory organisations such as big NHS providers, Clinical Commissioning Groups and those professionals funded by the state like GPs understand that it is not good enough to just design pathways that reconnect people with communities.
Communities are not just waiting with lots of spare capacity for people to be referred to them. They need investment too – the Rotherham Social Prescribing scheme, one of the biggest in the country invests two thirds of its resources in local community and voluntary organisations.
We should support social prescribing and personalisation pathways but commissioners need to give at least as much weight to investing in grass roots community organisations and building their capacity.” Read the full article here.

Treasurer Required for Charity Board
SPCA (St Pancras Community Association) is a community based charity with a turnover of around £250,000, based a few minutes north of St Pancras Station. It works primarily for the benefit of local people and its priorities include reducing isolation among older people, giving young families a good start in life, building community pride and getting local people more physically active.
We need a treasurer to join our voluntary trustees. The treasurer oversees the organisation’s finances but does not need to manage the money directly. She or he will work closely with paid staff to ensure that they set annual budgets appropriately and that spending is properly monitored and audited and that appropriate systems are in place. They will also support other trustees and ensure that they are aware of their financial risks and policies.
The trustee role involves a monthly board meeting and the treasurer typically has one additional and more detailed meeting per year when budgets are agreed and usually a quarterly discussion with the Director or finance officer to check on progress. The treasurer is not expected to keep the books or do all the calculations for budget setting, which are done by paid employees.

OFFERS, RESOURCES & ANNOUNCEMENTS
