Voluntary Action Camden

Thought for Christmas

Christmas can be a stressful time for many – family and friends are thrown together and inevitably differences of opinion get aired. And as if the traditional family fault lines aren’t enough we now have the aftermath of a bruising election to add to the list of divisive topics that can ruin a family get-together. Of course, working in the voluntary sector seems to be a particular target for a certain type of family member who thinks that only commerce counts (and fair play to them – it is really their festival these days). At my family gatherings the public sector used to be their target but they are largely off the hook these days thanks to some spectacularly unsuccessful attempts by commerce to run public services such as the railways, G4S’s attempt at running security for the olympics, Capita’s endless blunders or the spectacular implosion of Carillion. So now their ire seems to be reserved for our sector. What are we good for in a market economy? It’s not always easy to to come back with a quick response – even if most people’s lives revolve around something other than commerce – whether it’s spiritual, sports, the arts or just hobbies with friends, somehow it’s hard to make the case when you’re put on the spot.

So I was pleasantly surprised when reading Eddie Izzard’s autobiography (Believe Me) to find that not only was he very much a man of commerce – he actually says that he is a ‘man of commerce’ and that he has a ‘love of commerce’ and spends a good deal of time in the book showing how he plotted his career moves – but what also stands out is the role our sector played at some crucial stages in his life. When Eddie first came to London in the early 1980s he seems like a lost soul – he is living in a bedsit in Islington with no job and no clear idea of where he is going, professionally or personally. Not yet out as trans person, Eddie decided to join a help group, but only two existed in the country, The Beaumont Society (which first met in 1966 in Hampstead) and the TV/TS Help Group which met in Islington on Upper Street. Eddie became a regular at the TV/TS Help Group and eventually volunteered on the helpline. Camden and Islington back then were trailblazers of gay rights (as it was known then). The TV/TS Help Group was supported by London Friend. The Monday Club – an offshoot of the Campaign for Homosexual Equality(CHE) (original member our own, long standing VAC trustee, Brian Parker) and other groups set up in Camden and Islington as tolerant places with good voluntary sector support networks. In London the GLC, too, backed gay rights, but the national mood was not so tolerant (remember section 28?).

As Eddie continued to discover himself he was refining the art of street performing around Covent Garden (Seven Dials is in Camden and the piazza is just over the border in Westminster) . But after working for years to nail his act he realized that what he really wanted to do was be a stand up comedian. He had no idea how to do it or where to begin. The answer turned out to be close to home – he signed up for a stand up workshop at Jackson’s Lane community centre. Soon he cracked it and in fact his very first stand up gig was at Jackson’s Lane too. Jackson’s lane is just over the border in Haringey and thankfully is still going strong. Community centres are a hugely undervalued part of the national landscape and thankfully our bit of London has many stellar examples.

The sector played a role in many other parts of Eddie’s life too – from the role the Samaritans played in helping his dad through the death of Eddies Mum when he was a boy and helping his dad meet someone new, to Eddie’s involvement with Bexhill Museum. Of course Eddie has given back so much – not just through his fantastic artistic talents but directly through the incredible marathons that he runs for Sport Relief (there are plenty of Sport Relief beneficiaries in Camden, notably Fitzrovia Youth in Action). I’m glad the sector was there for you when you needed us Eddie, and thank you for giving back so much to all of us.

The world may be dominated by commerce, but our role is still an important one (even if those awkward family members don’t think so). So Merry Christmas – we look forward to seeing you all in 2020!

Did you know that Camden Council staff are able to take up to one paid day of volunteering each year? Volunteer Centre Camden have partnered with The Council to host a small volunteering fair at 5PS aka Camden Council HQ on Thursday 19th December, 3.30-5pm.
How The Council staff volunteering scheme works
• Staff might choose to use their day in one go, or split it into a number of hours across the year
• Staff might choose their own individual volunteering opportunity, or perhaps they’d prefer to get together with their team or other colleagues across the organisation to do something together
• Staff might choose their day to volunteer for an organisation that they already work with/support

Sector Calls for Health Debate to be Widened

National Voices published a statement on behalf of 61 charities and social enterprises which calls for the need to broaden the debate on health and recognise the importance of communities.
The statement opens by acknowledging a decline in the nation’s health and that this risks being overlooked in the election debate regarding health, which is at present, ‘too simplistic’.
These are the key messages that underpin the collective statement:
~ The NHS is essential, but good health is about so much more.
~ Health is made good or bad within the neighbourhoods and communities we live.
~ Life expectancy gains have stalled, and we are living more years in bad health.
~ We need: 1) Health in all policies, 2) Collaboration across parties and departments, 3) Time for domestic policy agendas, including public health, 4) Urgent investment into communities, 5)  A comprehensive settlement for social care.
You can read the statement here

Election! Campaigning with Confidence – Dos and Don’ts

The sector is urged to campaign with confidence. There has been much scare mongering over the Lobbying Act but most of the provisions only apply to organisations “where the expenditure can reasonably be regarded as intended to influence the electoral prospects of parties or candidates.” Few voluntary organisations in Camden will meet this criteria or be spending over £20,000 – the threshold for registering. The key point to remember is that you should focus on your campaign issue and not a political party. Remember there are also risks with not campaigning and standing up for your issues. View our updated guidance here.

NHS Trusts & VCSE Partnerships – Important Survey

NAVCA – the national membership body specifically for local sector support and development organisations (VAC is a member). NAVCA is  working with NHS England and NHS Improvement to conduct some research into partnerships between NHS Trusts and organisations within the voluntary, community and social enterprise (VCSE) sector.
The research aims to understand examples of these partnerships, how they come about, what supports them and the impact that they achieve. This is all with a view to making practical recommendations for how people can be supported in both the voluntary and public sectors and improve partnerships.
The Deadline for completion of this survey is Monday 2nd December

“Bugger Off” Charity Commission

The sector’s traditionally strained relationship with the Charity Commission has sunk to a new low with various National umbrella bodies for the sector interceding on our behalf to get the charity commission to give local groups attempting to register a fair shot (our umbrella body NAVCA is particularly active) as CVSs across the country have been reporting a difficult working relationship with the commission.  Recent Commission pronouncements on a variety of topics have exasperated sector leaders beyond endurance.

Why more people are talking about the issue of social care

The care system helps older and disabled people with day-to-day tasks like washing, dressing, eating and medication. It is under pressure across the UK after past governments failed to reform or fund the council-run system properly. Experts believe the problems are now so acute that politicians who ignore the issue at this election, do so at their peril. Story on the BBC.

Ageing Better in Camden’s report presents evidence from older people in Camden on how to make community groups as welcoming as possible, and what difference this makes.

Space to Connect

We are taking part in the Coop Foundation’s enquiry to help community organisations identify, improve and protect spaces where people can connect and co-operate. This is part of a national debate on public realm being led by DCMS, The Coop Foundation and Locality who have teamed up on the Endangered Spaces project and Save our Spaces campaign.  Over the next 6 months we will start exploring ways that local challenges could be addressed through better use of space, and/or identify potential spaces that could be opened up to community use. To kick off this initiative we are holding an initial event on 19th November (12 – 2pm) to gather ideas and prioritise areas to take forward.   More info and booking at Eventbrite.

What commissioning looks like from the inside

Lloyds Bank Foundation for England and Wales published its Crisis in Commissioning report in 2016 which found central and local government were using bureaucratic, complex and inappropriate contracting and commissioning processes to secure vital public services. The experiences of small charities taking part in commissioning processes revealed a system in crisis which left charities threatened with closure and the future of public services, including homelessness, domestic abuse and mental health support, at risk.
In an exclusive post, an anonymous former commissioner reveals what commissioning looks like from the inside.

Election time: Campaigning with Confidence – Dos and Don’ts

The National Council for Voluntary Organisations has urged the sector to campaign with confidence. NCVO and NAVCA urge the sector to campaign with confidence – remember there are also risks with not campaigning and standing up for your issues. Although charities have been under attack for campaigning in recent years, the tide may have turned. The Lords report, ‘Stronger Charities for a Stronger Society’ praised the sector and declared that it was the “eyes, ears and conscience of society”.
NCVO has issued some clarification about the activites that are and are not acceptable in the run up to an election:
Five things that charities can do:
~ Continue campaigning on issues
~ Reach out to the candidates and ask their views on issues
~ Publish candidates’ views on issues
~ Host a debate between candidates or invite them to issue-focussed events
~ Publish a manifesto or briefing materials on issues
Four things charities can’t do:
~ Advocate for any individual party or candidate
~ Explicitly compare the organisation’s views to those of individual parties or candidates
~ Donate funds to any individual party or candidate
~ Allow their organisation to be cited in a candidate’s manifesto
Organisations with staff who are involved in high profile political activities in an individual capacity or as candidates may want to consider noting this at the next board meeting and minute how conflicts of interest will be dealt with to avoid any appearance of a conflict of interest.
The article is based on guidance from NCVO issued April 2017 and updated guidance issued October 2019 and articles published in Civil Society.

VAC Autumn Update to Members and Subscribers

Autumn 2019 Update to Members and Subscribers

25th October 2019

Space to Connect

We are taking part in the Coop Foundation’s enquiry to help community organisations identify, improve and protect spaces where people can connect and co-operate. This is part of a national debate on public realm being led by DCMS, The Coop Foundation and Locality.

Trustee’s Week

Trustees’ Week is celebrated each year in the first week of November (4th – 9th).  It’s a chance for trustees and chairs to come together to learn, share and network.  VAC and VCC have arranged a full programme for Camden trustees:
Learn about the Trustees’ role in safeguarding on 6th November 2-5pm.
There will also be an update on the major changes in the health service that are currently underway on 7th November at 5.30 with special guest speakers.  Book your free place at Eventbrite.
Trustees can access resources from VAC, join the Camden Trustees Meetup group and get information on recruitment from VCC.

Rents Review update

VAC is taking part in meetings with the council and others to look at VCS rents and leases.  As rent values in central London soar,  the council’s policy of applying market rents to community assets has come under scrutiny.  Even with a  discount rents are becoming unaffordable for many in the sector and there is a knock on effect to those who need to rent space in community buildings to run their activities.  Social Value is a way of taking some of the ‘rent’ as exchange for the social good that the users of the building create.  Some simple measures of social value will need to be developed along with a set of basic principles. The proposals generated will go to Cabinet in the new year and we have pressed for the sector to have a say before any final decision is taken.

Social Prescribing Learning Network (SPLN) Event

The next SPLN event is on funding for VCSE  providers of social prescribing activities on 28th November. Places will be limited and focused on some Camden priorities and key themes and areas where there will be increasing demand from social prescription referrals.

Full details in the SPLN mailout next week.  If you are not on that mailing list you can join using this link (Scroll down, fill in form and tick the box for VAC and / or SPLN mailing as required.)

VCS Infrastructure Funding

In April the council announced a 2 year package of spending on VCS infrastructure in the borough.  We’ve summarised  what each organisation is doing for the money and how those organisations are working together here.

Finally, if you haven’t done so already, please fill in our survey. It’s only a short survey but we really value your views and it will help us shape our work in the future – and you could win £100!

Yours

Kevin & the VAC team: Alex, Dianne, Donna, Hasel, Mandira, Manuella, Nasrin, Ricky and Zubair
